Invisible Children: In China’s educational system, who gets left behind?

While students in major Chinese cities enjoy the benefits of education reform, those in rural regions simply do not have access to the same resources, namely access to state-of-the-art facilities and well-trained teachers.

当城市里的学生享受着教育改革的成果,乡村里的孩子却无法拥有同样的资源。在偏远的山区,学校缺乏相应的教学设施,也很少有受过良好教育的老师来教导学生。

This June, the State Council released a five-year plan intended to improve the quality of rural education by paying rural teachers more and waiving their student loan fees in order to attract more qualified teachers to rural schools. This panel will first seek to understand the dichotomy between urban and rural education, and push to analyze whether or not the changes recommended by the State Council are enough. Must more be done to ameliorate educational inequalities between urban and rural youth, or is China making effective, forward strides towards accomplishing this goal?

今年六月,国务院发布了第十三个五年规划纲要。“十三五”将提高质量定为教育发展主题,并明确提出通过加强教师队伍特别是乡村教师队伍建设以及免除家庭经济困难学生学杂费等方式来促进教育公平。此论坛将从城乡教育两极化入手,探讨“十三五”规划以及其他国家政策是否能有效推动教育均衡发展。

 

Panel Questions:

  • What are the educational problems facing China’s disenfranchised urban, rural, migrant, and ethnic minority children?
  • How can we work towards productive solutions in this group? Is this the role of NGO intervention, state policy change, or something different?
  • In a recent spate of State Council plan releases, rural, migrant, and ethnic minority education was put at the forefront of educational reform. How do we see this pivot in reformatory focus impacting the quality and access to education for these marginalized communities?
  • In terms of education, what are the unique challenges of the marginalized communities in China, and what are the shared challenges both present in China and in the U.S.?
